This error appear while you are trying to create enterprise manager via DBCA
Casue :
DBSNMP Not Found On dba_users
Solution:
So Simple run the following scripts :
@?/rdbms/admin/catnsnmp.sql
@?/rdbms/admin/catsnmp.sql
