ERROR at line 1:
ORA-29540: class oracle/jpub/runtime/dbws/DbwsProxy does not exist
ORA-06512: at "SYS.UTL_DBWS", line 195
ORA-06512: at "INTERFACE.GET_JOKE", line 13
 
Logout of sqlplus and run:
loadjava -u / -r -v -f -s -grant public -genmissing  dbwsclientws.jar dbwsclientdb102.jar
