Want Solution Do the following :

you can add the new TNS connect string (UR = A) to the tnsnames entry.

ORCL =
(DESCRIPTION =
(ADDRESS_LIST =
(ADDRESS = (PROTOCOL = TCP)(HOST = localhost)(PORT = 1521))
)
(CONNECT_DATA =
(SERVICE_NAME = ORCL)
(UR = A)
)

if the above Solution not working Make sure your listener look like :

SID_LIST_LISTENER =
(SID_LIST =
(SID_DESC =
(SID_NAME = CLRExtProc)
(ORACLE_HOME = D:\app\oraserver\product\11.2.0\dbhome_1)
(PROGRAM = extproc)
(ENVS = "EXTPROC_DLLS=ONLY:D:\app\oraserver\product\11.2.0\dbhome_1\bin\oraclr11.dll")
)
(SID_DESC =
(SID_NAME=orcl)
(ORACLE_HOME=D:\app\oraserver\product\11.2.0\dbhome_1)
)
)

LISTENER =
(DESCRIPTION_LIST =
(DESCRIPTION =
(ADDRESS = (PROTOCOL = IPC)(KEY = EXTPROC1521))
(ADDRESS = (PROTOCOL = TCP)(HOST = localhost)(PORT = 1521))
)
)
